At a public meeting held on Monday, April 3, Superintendent Scott Inskeep shared with attendees that after taking a detailed look at the district's in-house child care program, the decision has been made to keep child care as an in-house program for the 2017-18 school year.
During the meeting, Superintendent Inskeep also shared the following information regarding the decision:
The major reasons behind the decision to consider moving from an in-house child care program to one managed by an outside organization include:
* The growing cost of running a before-and after-school child care program and the potential impact this has on the district’s general fund;
* Staff-to-child ratios in the KCS program as they relate to licensed child care facilities; and
* The increasing responsibilities placed on building secretaries and principals to manage the program.
Our decision to begin discussions with the South Community YMCA to potentially provide child care services to Kettering families was based on sound reasoning, including the fact that the YMCA is a great community resource and a proven expert in child care services and youth programming. Likewise, a partnership with an outside organization to provide child care would allow for child care when school is not in session – school delays, closings, Spring Break, Winter Break, etc... Our program is not equipped to provide this service when school is not in session.
After talking at length to parents and staff, gathering input from those who attended a recent Board of Education meeting and spoke about the impact of the decision to transition child care services to the YMCA and looking in detail at the district's child care program as it now stands, we have made these decisions moving forward:
* The Kettering City Schools will maintain an in-house child care program for the 2017-18 school year.
* In order to maintain an in-house program and based on current usage of the child care services, the district will need to hire a part-time child care program coordinator and one-to-three additional part-time child care staff members.
* Based on a thorough review of anticipated program revenue and expenses, we have determined that we will need to raise the hourly cost of child care to $7 per hour. This will allow the district to hire the additional staff needed for the program, to cover required healthcare costs for staff members and to maintain an hourly charge versus a weekly charge, which is how payment is calculated at the vast majority of private child care facilities.
* The district will do annual reviews of program usage and revenue and expenditures to determine the continued viability of offering an in-house program and to determine what the hourly rate needs to be to support the program. With an understanding of the importance of this program to our Kettering families and staff, we are hopeful that adjustments, as needed, to charges to families for the program services, will result in it continuing to be a self-sufficient program that does not require any general fund (taxpayer) contributions to operate in the black.
