District Statement Regarding Devastating Impact of HB235 on Kettering City Schools

The Kettering City School District is deeply concerned about House Bill 335 (HB 335), legislation currently under consideration in the Ohio General Assembly. If passed, this bill would severely impact the district's financial stability and jeopardize critical educational programs.

HB 335 proposes eliminating "inside millage," a local funding source that has been in existence in Ohio since 1934. For the Kettering City Schools, this means an annual loss of $11.4 million from 5.8 "inside mills" of property tax revenue. This substantial reduction would necessitate immediate and severe cuts and would further erode local control over school funding.

"We are deeply concerned about the profound and immediate negative impact House Bill 335 would have on our students, staff, and the entire Kettering community," said Mindy McCarty-Stewart, Superintendent of Kettering City Schools. "The $11.4 million generated annually from our inside millage represents essential resources for classroom instruction, support services, and extracurricular activities. This staggering loss of revenue would be equivalent to cutting approximately 90 teaching positions, directly impacting the educational experiences our students deserve."

Added Mark Martin, President of the Kettering Board of Education, "Our community has consistently demonstrated its commitment to public education through its support of our schools.  The Kettering City School District has worked diligently over the past several years to right-size and reduce costs to extend its operating levy cycle past the three-year ask that our community has traditionally supported for new money. 

“This legislation would annihilate the work done by the district over the past few years to extend our levies and would require the school district to come back to voters sooner than expected to ask for new levy money to continue to provide the services our community expects. We urge our legislators to consider the long-term consequences of this bill and to reject measures that would harm public education across Ohio."

Registration for students who will be entering the Kettering City School District's Preschool Program for the 2025-2026 school year will resume on July 28. 

The first step to registering your child for preschool is to complete the registration packet. Beginning on July 28, families can call the district's Kettering Early Childhood Education Center (KECEC) at (937) 499-1456 to schedule an appointment to complete your child's registration for preschool for the 2025-2026 school year. 

In addition to completing the registratoion packet, families wishing to enroll their child will need to submit the required registration documents and pay a $20 registration fee when they come in for the appointment to complete the preschool registration processs for the child.
